Frankly, I'm okay with this strategy because I want to play SFV soon, but I don't want it rushed. So we can play what's ready now. However, this is also fodder for those who complain about incomplete games on the market.

Street Fighter 4 didn't launch with 25 characters.  It launched with 20 characters; 18 of them were selectable (Seth and Gouken couldn't be played with).  The rest of the characters were added to the console port 6 months later.
