That was because they were rating it TOO low. GameSpot gave it a 45 (by Metacritic's scaling). The Metacritic average is 77 (user average is 7.6). Considering the skewed rating system that is used, 77 is passable, 90 is good, and 45 is junk. Nobody sensible said that ZombiU was junk, but few would have called it exceptional. Those that gave it particularly high ratings just happened to like it a lot. Those that gave it particularly low ratings, on the other hand, basically complained that it wasn't like modern Resident Evil - hence the complaints about them not knowing how to play it.
