Or maybe we have people not caring about it because 30fps is smooth enough for most games and the lack of 60fps doesn't make the experience worse?

60fps is better than 30fps... No way around this. But it's certainly not a deal breaker for most games. My stance has always been that the most important thing is that the framerate is locked, be it at 30 or 60. It's the fluctuations that annoy my eyes. For some games, pushing for 60fps is beneficial more than for other types of games. Sim racers, fighting games and first person shooters being three examples of those. Because of their competitive nature where latency can have a great impact. But for single player experiences like Uncharted or Zelda, 30fps has never been detrimental to the experience.

I agree, 30 fps is rarely ever a deal breaker. But its funny people can't even admit 60 fps feels considerably better.

Actually, I think a fluctuating frame rate is still better than being locked at 30 fps. It can be a little jarring but still more responsive. I learned this from playing Bioshock games on 360.

No. Because fluctuating frame rates introduce stutter and that's just annoying. A perfectly locked frame rate doesn't have that problem.
