If you watch the interview with Adam Boyes, he was more or less saying this was the fastest way.  Regardless, budgets still have to be okay, and it looks like Sony's higher ups are being more tight with money.  So the fastest way to get the budget okayed was through kickstarter.  He said it would take a long time to go through focus tests and stuff to prove there's a market for this title. Especially a title who's predecessor was released 14 years ago.  I'm also guessing this was Suzuki's way of putting his share into the game since I'm sure Sega isn't.
