When I picked up Metal Gear Solid 2 like ten years ago, I'd ask the same question as you. I could never get into the story for the life of me until a few years later. I didn't have many problems with the controls. Even as primitive as they are, I can still play properly with them most of the time because I familiarized with them. As others have mentioned, you're not supposed to see much while lying down on tall grass. The point of the game is to use your surroundings to your advantage and adapt to it.

I believe it's just that the genre evolved and going back to the archaic camera and controls is just so annoying. But they're not as bad as other games, so I try to make the most of it.
