My guess is Nintendo's "big gun" internal teams are tied up working on launch/1st year software for the 3DS successor as we speak. 

As such they probably figure back stuffing the 3DS with remakes and smartphone game ports is a cheap/low resource way to keep releases coming to the system through 2015 and into 2016. Like the Xenoblade port for 3DS isn't even done by any of Nintendo's Japanese teams, it was farmed out to Monster Games. Stuff like that. 

Maybe we'll get like a Mario Galaxy port or Mario 64/Sunshine remakes for the 3DS or something.
