I think that is a really great review.
I never felt I had any issue with the combat/control(YMMV but mine was great) personally and there is some exploration and combat in Skyloft and the big tornado, so I feel like there are at least 6 areas in the game with something to do and you also progress the plot in each one. I completely agree with the 9/10 and not because it's Zelda. I rather enjoyed the game outside of the tutorial ummm...areas. My favorite boss was the one where you had to toss the bombs at him.
