I think it's more they want to concentrate on trying to win the closest markets. Hence the very heavy UK bundling in the run up to Xmas last year and the much more competitive price in the US.
If they win those markets, multi format releases are pretty much secured for any major titles. But they're also not bleeding out cash. IT's the same reason they only launched in so few countries. They know the markets they need to keep presence in. The losses incurred trying to keep pace in the other territories would not be offset even by higher success.
