Can't be all that hard, either, given how many companies and even tiny indies do it. But Sony does offer some sort of incentive (a better royalty rate, I think) for putting a game on multiple PS platforms.

The install base argument is a little overblown here, I think. A larger install base is good, sure, but it isn't going to make a whit of difference when it comes to the sales of the kind of games that the Vita is getting, mostly visual novels that will be lucky to break 30k lifetime on any platform.
