Only a minority of gaming PC's can run AAA games at 1440p/60fps without turning the settings down pretty low :p Certainly non within the PS4's price range.

The PS4 (and X1/WiiU for that matter) can run games at 1080p/60fps no problem, many developers simply believe the other 500ms of render time is put to better use in other places. The PS4 could be twice as powerful as it is now and 30fps would likely still be a common frame-rate.

Anyway, the next PlayStation and Xbox will almost certainly be capable of rendering games at 4k, but i doubt many developers will actually utilize it. The jump from 1080p to 4k is just too larger to be beneficial to most (it's a larger pixel jump than 4:3 480p to 16:9 720p, but with a smaller visual return).
