I promise you have no source to backup that claim.
Had you at least done some research, it would become clear that they announced weather effects as a post launch update since the effects were even announced (which was before E3.) Here's my source

EDIT - And this clearly isn't a joke thread. Im very curious about this game, I like how it looks, I've liked how it looks, I enjoy some racing games and I want to hear feedback from others now that all the bugs have been sorted out.
