The writer is Gen Urobuchi, better known for his work on Madoka Magica, AKA one of the plot masterpieces in anime.
Yeah, I'll agree that the show has been underwhelming recently in the plot department, but the talent is certainly there. Whether Gen actually uses it is yet to be seen...
