The theory of evolution states this? Lol, everyone states this. We are animals, that is a fact. Still, they are clearly talking about animals other than humans.

And what stops other animals from gaining the ability of speech? If apes did it, then what stops other species or the other apes(Planet of the Apes lol) from doing the same?
