If the PS360 cant match the PS4/X1 on sales even with 80m install base, the wii U isnt going to come close, so it will always be last priority. It still gets better treatment than the vita, even though the majority of games which are both on wii U and vita, have sold better on vita.

You can say "maybe" porting to vita is expensive, the same way I can say "maybe" wii U optimisation costs too much.

Criterion have said that adding better-than-PS360 textures to Wii U is easy.

As for Vita, ports to it like Need for Speed suggest its more difficult; you have to par them back on Vita, while on Wii U even a lazy job results in similar results asset-wise, just at the cost of the framerate. It's just a theory, but it would explain a lot.
