Sega is letting Atlus do whatever they want. If the Persona Audience wasn't significant in the west than the series would be exclusive to the east. So the Audience is international not just Japanese. Not to mention it would face less competition from JRPGs on the PS4 then the Vita. Just because the PS4 sales arent extrordinary in the 4 months its been avaliable in Japan doesn't mean the console is a flop there. Persona doesn't need to worry about competition. It's persona. It's fans will buy it. You think that Atlus will favor a console that sells better in the west over japan for a JRPG? And it's not signifigant in the west, it's signifigant in the U.S. Europe doesn't care about JRPGs.
It'll come to the Vita. Before it comes to the PS4.
