1080p will not give a big plus for a marketing amongst normal people. And the technogeeks will say that modnationracer is still better and go continue playing their CODs.

Wii U considered underpowered to PS4/Xbox one which are stil failing to do 1080/60FPS in many games. If they market this as 1080/60FPS game then lots of consumers get the impression of Wii U having good hardware for 1080p gaming as next gen hardware atleast.
