If Ghosts had the exact same graphics as the 7th gen version, perhaps I would have a higher expectation of a more steady 60 fps with 1080p. The 8th gen version of Ghosts actually has better looking effects, higher detailed character models, better lighting, and other improvments.
And another important detail that seems to go ignored, launch title. That has clearly been a barrier for great optimization. Regardless, they delivered 1080p while achieving 60 fps. Ultimately, a nice step up from 7th gen.
