Maybe part of the reason they haven't discontinued it yet is the 3ds sales. they see that handheld gaming is not dead, just them not doing well, so they need to change their strategies. Hence, some family oriented games (like that pets/dogs game), a lot of jrpgs localizations and efforts to get support from indie developers. Are they taking the right steps? Obviously not. But still, there's nothing wrong with his statement as it is.
Conversely, they saw that no one was doing well enough with 3d tvs, so they stopped pushing them to the market. For vita, there's a glimpse of hope. That's all.
