Microsoft seems to be more focused on 2015 at the moment, and still don't have much lined up for 2014 yet beyond Quantum Break, maybe Halo 2 AE, and maybe Forza H2. Those will all sell respectively but not be real hardware pushers like GT, Infamous, and The Order. Whilst I agree that Forza H2 will not be a hardwear pusher, why on earth do you think the Order will be?

101K preorders in the US alone, and we still don't even have a solid release date or even gameplay. I can see that game skyrocketing in hype one those 2 things happen and inFamous releases. Given the PS4's quickly growing install base, and that being the first genuine next gen exclsuive beyond inFamous, I can see that game pushing Gears level sales LT.

Thats very flawed reasoning. The vast majority of pre-orders will be people who own systems. And Titanfall (which you discount) has double the pre-orders on X1 alone.

inFamous has almost twice as many too, but both those titles have solid release dates and we know a lot more and have seen a lot more from both. We still know very little about The Order, and it already has a good level of hype behind it. If you've been on N4G lately, you would see that pretty much any article pertaining to that title gets several hundred degrees almost instantly. There's a lot of attention for it, and that will only as more about the game releases. If it gets good reviews and lots of publicity, there's no reason why it can't become the deciding factor for the millions of gamers who still on the fence about purchasing a next gen console. Gears had that same effect on the 360 back in the day. The Order can too.
