Titanfall Beta not on 360 cause it's to similar to X1

So apparently the Titanfall beta isn't coming to 360 because it's basically identicle to the X1 version except for graphics of course.  Is this Microsofts marketing strategy because they want to push the X1 console sales and don't want everyone picking it up for 360 instead?(which I will be doing)
