There's literally a timestamp right on the tweet, which means that even if it was Pacific time that the tweet was made at the least 40 minutes ago

Indeed, and there's someone from Sony, in front of a PC, on their twitter, sitting there 24/7 to handle these things the minute they come up. 

40 minutes isn't that long.
