Agreed.
He would still benefit from it though, just his minimum, average and maximum framerates just won't be as high as they should be.
A Dual-Core Hyper-Threaded Sandy Bridge CPU running at 3.3ghz is still relatively potent (Especially in comparison to AMD.)

And he does have the option to drop in a Quad-Core Ivy Bridge or Sandy Bridge processor later down the line anyway.

So really the only problem is... That Power Supply unit, - Without knowing more, we really can't recommend him anything except something extremely low end.

Problem is maybe PSU and case. That CPU may bottleneck on CPU heavy games (starcraft 2, planetside 2 mostly. Crysis 3, skyrim and battlefield 4 to some degree)

Nah.

Other than Crysis 3 and Battlefield 4, they're only Dual-issued games, basically the other games want clockspeed not half a dozen CPU cores.
It's also not like he is running only a Core 2 Duo, he does have Hyper-Threading too which will provide a small boost in games which are heavily threaded.
