That's why they have those protectionist high terrifs. So people well either have to pay a bunch, or companies will open manufacturing centers there.
I think it's actully mostly assembly as the chips are made all over the place. But hey, still more jobs for people in Brazil and helps stabilize their economy. I also belive those are then exported across South America so fewer resources spend on shipping the finished consoles. It's a sizable investment Microsoft is putting into Brazil.
It will also mean that the price of the Xbox One in Brazil will drop soon.
