Technically speaking neither the Xbox One nor the PS4 are capable of running games in native 4K. Nor is either console's GPU capable of displaying 4K content in anything better than 30FPS. The Xbox One can definitely upscale to 4K and I assume the PS4's scaler can also upscale to 4K.
So, it is possible for a game to run in 4K on an Xbox One, however it will be at 30FPS. To get there they use an upscaler.
