IMO no dev wants to make two different performing games on competitive systems...coz it affect sales and their credibility among that community.. resulting in low sales.. I mean look at skyrim excellent on 360 and suck on PS3.. and that is not due to xbox 360 is more powerful or anything, its because of the system architecture which made majority of multiplats on 360 sell much better and first choice among gamer's.. So in next gen i dont think many gamers will have multiple consoles one for multiplats and one for exclusives.. coz we wont see much difference from 3rd party besides exclusive contents, the performance will more or less be same, as both of the consoles share almost same architecture.. For core gamers all this will come down to first party studios, which company flexes their muscles more and has more appealing games, as many will be assured that third party games will not have inferior ports..
