The trick is NOT picking on innocent people to fill said quota.

It's impossible to not pick on innocent people. You watched the video, right? They were having quotas that exceeded the population of Auburn.

Also, it's pretty much impossible to be innocent. A police car can follow you for a couple of blocks, and you WILL break some kind of traffic violation, probably without realising 1. That's the way the laws are structured. You also, on average, break 3 federal laws a day in your financial dealings (not including state or local) 2, and just about every person is guilty of incorrect tax filings 3.

Small businesses also have to deal with contradictory regulations: one federal regulation dictates that floors must be kept clean in kitchens, and washed at least three times a day, another regulation states that floors must be kept dry at all times, for employee safety. Whether or not your breaking the law, depends on which agency is knocking on your door that day. 4
