This rumor should be taken with a grain of salt, having said this though, I'd say that if there are any supposed spec bump it would only be for the dev kits.

Dev kits usually always have more ram along with slightly beefed GPU/CPU in order to run the games profilers, dev environment and other tools on the kit with out taking away any performance from the dev kits that the end consumer Xbox one would actually have.

So the xbox one game will operate with the 8GB of ram, 1.2TF GPU, and 1.6GHz CPU just for games and the units OS, While the Dev kit will operate with 12GB of ram, lets say 1.5TF GPU, and lets ay 2GHz CPU, but of course not only will the dev kit have to run the game, and the units OS (to ensure 100% simulation), it also has to run the Dev environment, engine profilers, debuggers and the like.

Until more credible sources come out which don't use the xboxuncut.squarespace.com article as their source, we should all take this with a grain of salt otherwise when the Xbox one is released their will be allot of sour Xbox one fans.
