Adding more Ram yes, that would drive up costs.
Increasing the GPU clocks, no.
Microsoft would have a fair idea how much headroom they can have with the GPU clocks, heck, I'm yet to meet a GCN GPU on the PC that couldn't hit at-least 1ghz without the need to increase voltages. (And that would go a LONG way of eating up the 50% GPU advantage the PS4 has.)
For the GPU clocks though, all that would be needed is essentially a software update, which every console has to have anyway, provided they don't run into any cooling issues, which they shouldn't.
RAM however gets a little trickier. They might have spare spots on the motherboard for more memory chips, or they might go with higher density chips, either-way, if the console has already entered production, they will need extra hardware work done to it.
If it hasn't, it will be a trivial exercise.
