If both only have HDMI 1.4, then they will be limited to 30 FPS in 4K-resolution. The connection just doesn't have enough bandwidth to do 4K at 60 FPS. So there's also no upscaling of 60 FPS games to 4K possible. As far as I understood it Xbox One and PS4 will only support pictures and later on maybe videos in 4K.
I still have hopes that they use HDMI 2.0 or something similar, but the chances are slim as HDMI 2.0 isn't quite ready yet.
