22% I consider fat, but since there are so many levels of overweight, I call 22%-25% curvy, 30% fat, 35% obese (which it probably is, since obesity is defined as a BMI of 30+), and above 45% scary.

I think I'm fair because while I consider 18% ideal for a girl, 12% looks ideal for a guy, and I would call a guy fatter with a lower BFP (%).

I don't think 18% is starved, I think people in North America just got used to being "a little fat" and now normal weight = skinny. Like I said 20% looks alright to me, 22% is where I would start thinking they are chubby.

I think <15% is staved for women, and 15% is nice.

For men I think 5% and under is a bit gross, but 8% on a guy looks fine.

Anything between 20-25 is fine for a girl. 

Muscle size/mass has nothing to do with body fat percentage. This isn't a BMI, but some mucle on people with BFP 20% or less makes a world of difference in terms of attrativeness.
