Games are not locked to a personal account,Online authentification is not required, there is no restriction on who you can lend games to based on system ownership or PSN accounts, and there are zero requirements for retailers to buy used/resell games.

But similar to the PS3/360, EA can make it mandatory for you to login to via your origin account etc, they can also continue to utilise online passes or take it further if they wish. One thing is for sure, If publishers try to implement DRM features on a PS4 game, they will be making themselves a target, just as microsoft has for implementing restrictive measures like online authentification.
