Both games will be the best selling games of 2013 and no game will be able to come close to it...but the real question is which game will sell more. COD gas had some major competition since 2010 but which none came close to it. Here are sales of big competitiors  when comapred to COD on the 360.

2010:

But it is important to note that GTA IV came in spring but MW2 came in holiday season with a far bigger install base for the 360 and PS3. This time there both coming in holiday seasons (well sort of). However if we compare the biggest GTA game vs the biggest Cod game...GTA dominates

If the 360 or PS3 version (It looks like the PS3 version has a better chance) of GTA sells anywhere near those numbers than it looks tough for COD to compete especially since Black Ops II looks like it won't outsell MW2, BO or MW3... I expect the same decline for COD ghosts and GTA V only to be bigger than GTA IV at the very least due to the massive increase in install base since 2008.
