Monarchy, are they really born to rule and why we need them?

There are only 5 Queens left that count. Elizabeth II, hearts,spades,clubs and diamonds.

I don't want monarchs to abuse their power, I want them to use it. Monarchy is the closest, most realistic (bloodless?) and successful way to achieve minarchy.
