I don't think it is outlawed in USA.  You can talk shit as much as you want to someone (borderline harassment) but you aren't going to get jail time for calling someone a racial slur.  I believe there was a case in Europe where someone called a black soccer player a racial slur on Twitter and is facing jail time or something.  I think that is completely stupid and worse than the person committing the offending language.  To jail someone over their prejudice is dumb to me.  If they drag someone on the back of their truck by chains to death because they have a problem with them then sure give them jail time.  Words should never mean punishment.  

With that last sentence I started thinking about threats against the President.  It is against the law to make threats against the President.  However, most people that do are either let off or told to cut the shit out.  Especially, with Obama in office right now I am sure he gets plenty of death threats.  I highly doubt most of these people that are making these threats are ever sentenced.  Usually, the Secret Service might show up and scare them enough to say that their threats were baseless.  AKA most people talk out of their ass.
