First things first that isn't a bug, because it is working as intended. Your follower should be level appropriate to you and your enemies. Secondly you should really be thankful that for you the Vampire Lord is in any way a step up from your regular character. My experience is entirely different my follower was more of a burden, and my Lord form was painfully weak compared against the creatures the game balance spawned against me. Let me explain it would take my follower minutes to dispatch enemies I could kill in seconds, and on more then one occasion I had to back track half a dungeon to finish a fight for her so I could procede through to the next area. My Lord form on the other hand had the exact same problem in that in that form it would take minutes to finish fights that I could finish in my main form in less then five seconds. Which made using it a real big waste of time. I suppose what I am saying is be thankful you are getting something out of both of them, and nothing at all which is what some of us seem to be getting.
