What combo is this? What enemy uses it?

Defensive Kromar, who you're supposed to rescue a worker from at Eryth Sea. The art-seal move is multitarget, so one of them stops your whole group, then they bind one at a time to make sure that you can't even auto-attack  (except for Sharla, who is worst at it anyway). It's literally unstoppable unless you specifically prepare for it with anti-bind gems (because bind isn't usually that much of an inconvenience, you just batter away from where you stand)
