That was the basis of Iran's insistance on producing enriched uranium despite the repercussions for anyone who's forgotten.

My second guess would be that if they further enriched U-235 from fuel grade to weapons grade, they wouldn't announce it until after they had their first successful test of a fission chain reaction and possessed a suitable delivery vehicle to deploy a miniaturized fission device.
