I had people move in below me once who did that, they had the bass cranked so high that it would vibrate my pant legs while I was sitting on my couch....I smiled and cranked the subwoofer up on my system, it never stopped the neighbor, but the ability to watch LOTR with the bass cranked all the way so I could feel the Orcs marching from Mordor was quite exilerating, and therefor the tradeoff was worth it. I ended up moving two months later due to my lease being up and management being uncooprative.
Anyway, for your situation, go to the land lord, preferably when the guy has his music cranked, let them deal with it, if they don't, start calling the police.
