3DS. It's always the games which count. We know so little about the Vita, so everything is either subjective or rumour, bar graphics (but, history has taught us graphics =/= good console).

I think psv will beat out 3ds in quality and quantity of games, psv unlike 3ds will have phone games, ps3/psv psn games and enhanced bc for psp games on psn (dual analogues will work) psv will also have more 3rd party support and nearly console level games, as well as more quality new ips (gravity daze is what I have my eye on) though 3DS has the universally known francises that sells 10 million but everyone already played them so I think people will start to get bored of them like I did

On the flipside, 3DS will have "Phone games", Wii U/3DS games, DSi Ware games, and enhanced BC for DS games (one analog will work) and 3DS, like the DS, has a ton of third party support.  I'm sure the 3DS will have its share of new, quality IP's (Beyond Labyrinth is what I have my eye on) as well as universally known franchises that sell 10 million and people haven't grown bored with them like you did.

How do you come to the conclusion that PSV will have better quality and quantity of games?  No first party supports their console like Nintendo does and Nintendo is synonymous with quality--especially their tried and true franchises.  As for quantity, like the PS3 vs the 360, the 3DS has new games releasing on a weekly basis on its Virtual Console, DSi Ware, and retail shelves months and months before the PSV has released its first game!!  As we've seen in the past, a headstart is a tough thing to overcome.
