Probably because the PS3 and PSP can already be linked in some way through Remote Play, where games and movies on the PS3 can be streamed to the PSP. It's not that much of a stretch for PSVita to have a little bit more functionality than that.

Thats through cloud saving not infa red streaming. Sony would need a whole new system and technology to do what WiiU is doing. Im not saying its impossible for Sony to do im just saying its impossible on the PS3. Remember its the WiiU console that does all the work for the display on the controller. The controller itself has no processor so all the work is done by some kinda technology in the console.


Just a heads up, i doubt the WiiU controller uses infrared, infrared is a line of sight technology and it would limit the controllers use to the same degree as the current WiiMote/Sensor bar setup. 

As far the PS3 being able to do the same thing with NGP -- your right that it would be harder for SONY to do, but it is still possible -- all it would do is basically require games to support split screen, with one screen for the tv and one for NGP. Ofcourse WiiU will likely perform better, but that is to be expected by a system built around this tech.
