Probably because the PS3 and PSP can already be linked in some way through Remote Play, where games and movies on the PS3 can be streamed to the PSP. It's not that much of a stretch for PSVita to have a little bit more functionality than that.

Making both device think seems like something they could do with a firmware update on each device. Anyway, from my understanding the Wii U controller doesnt do more then processing the player inputs. (including motion type input)
