Piracy is a factor, but most people are not pirates; at least not in the industrialized world, there are several places outside of Japan, North America and Europe where piracy is rampant.  While piracy takes a chunk out of game sales, if the games are good then people will buy them, and that's what's most important; if a game is being pirated more than it is being bought, then the game isn't good enough to make people want to buy it. 

As long as a game sells, you keep making it regardless of piracy.  Oh you can fight back against piracy, but you don't stop making games outright.
