Microsoft aren't targeting it at the current userbase. They're targeting it at the Wii audience.
It's all fine and well selling the standalone unit. But if they aren't selling it in droves to NEW 360 owners, then it's kinda pointless and a waste of $500 Million. They want it to increase 360 HW. Not just sell more SW to the current base.
And if you're going to use Amazon of a measure of how well something is selling out, then you already look daft.
