I would have to guess he means Affirmitive Action... because it's MUCH less racist to pretend races don't exist and that racism doesn't exist even though there are 30%+ percentage point difference between races. (France.)
Europe isn't less racist. Just more willing to cover their eyes and pretend they are less racist.
