The Gladius is the best approach if you're going into a more offensive role with Lightning, but it has a too high EXP cost.

I levelled the BlazeFire Gun, which was simpler and faster to get to the required level (26) to get to Tier 2.

26 levels! How many times can you level a single weapon? Is it 100?

Tier 1 goes to 26

Tier 2 goes to 63

Tier 3 goes to 100, I believe 

Is it the same for accessories?

So, for a perfect game, every single weapon would have to be 100% leveled and one type of each accessory leveled. Technically speaking.
