Actually, that's not true at all. Ghost Squad and HotD 2+3 Return evidently did very, VERY well. Umbrella Chronicles sold roughly double what Capcom expected. Overkill has turned a profit already, and presumably it continues to do so. I'll be surprised if DC doesn't do well too, albeit not as well as UC. The only light-gun games I can think of this generation that flopped are Dead Space, The Mad Dog game, and Time Crisis 4.
