It's more the fact that the "big three" don't have much of a presence in poorer countries, so their products are sold for much higher prices there than elsewhere.

That is staring to change, however.  Sony recently created a new branch under SCEA that will cater to Latin America, for example.

Actually, Sony's activeness in pursuing smaller markets is why they have such success in Europe.  They opened the eyes of most European gamers to gaming via the PlayStation.  They also still have an advantage in some of the smaller markets in Eurasia as a result.  For example, they have a dedicated branch for New Zealand (SCENZ), while the other two console manufactures do not.

Now that I think about it, maybe Sony hopes that they'll be able to take control of the up and coming Latin American market before Nintendo or Microsoft can even make much of an entrance, much like how Sony essentially controlled the European market for the last two gens.
