To be honest, this is the first I have heard of it. Probably a section of Microsoft Game Studios that deals with all things Halo. Story, spin-offs, handles some development(they could actually be making Halo 4, we don't know yet), marketing, merchandise, etc. Not sure when they were founded, most likely around the time Bungie left.
