Not necessarily. As the latest Tomb Raider shows, making two versions of the same game, and then paying the extra expense of porting each version at least once, gets to be expensive in its own right. N'Gai's proposed solution eliminates much of that expense, but at the cost of not taking full advantage of the HD systems. Of course, money seems to be a problem for publishers right now...
