A lot of the people seems to be buying the PSP for other things than PSP games, such as media features and emulators, while 360 is bought to play 360 games on it.
Also, 360 games are better fit for the device itself than PSP games. PSP would do better in software sales if the games were more pick-up-and-play type of games (these you get with the emulators), just like DS, since people don't enjoy that much playing games that need more dedication, on handheld systems.
